MANUEL JOSÉ DA CONCEIÇÃO BISCOITO was born in Funchal, Madeira, on March 24, 1958. Following high school in his home city, he graduated (MSc) in Biology – Science branch, at the University of Porto (classification 16 out of 20) in 1981. He also earned the title of Environmental Biologist from the Portuguese College of Biologists.

In 1981 he started working at the Funchal Natural History Museum, taking over the post of G. E. Maul, as Director of the Museum, position he held until 1994 when he was appointed Director of the Science Department of the Municipality of Funchal. From 2015 until 2017 he was the Director of the Department of Science and Natural Resources and from 2019 onwards Chief of Division of Science of the Municipality of Funchal. He is also Principal Curator of the Funchal Natural History Museum. He was responsible for the project of Cais do Carvão that gave place to the creation of the Funchal Marine Biology Station in 1999, having been its director until 2006, and from 2020 until present.

At science level, he got specialized in deep-sea fish taxonomy, having taken part in numerous research cruises and international symposia. He has several papers published in particular on fish and crustacean, describing new species to Madeira and science. In 1991 he did several deep dives in Madeira with the research submersible Johnson-Sea-Link and since 1994 he has been dedicated to the study of fish from deep-sea hydrothermal vents, having done several research cruises and dives with the deep submersible NAUTILE and the ROV VICTOR 6000 on the Mid-Atlantic Ridge south of the Azores (dives down to 2600 m of depth) and on the East Pacific Rise (dive down to 3000 m of depth). In 2010 he took part as chief-biologist on the EMEPC-M@rbis Selvagens expedition, on board the NRP Almirante Gago Coutinho with the ROV LUSO. In 2017 he took part on the expedition to the Selvagens Islands on board the R/Y Yersin, organized by the “Explorations de Monaco”. In 2019 he was co-PI in the Madeira Deep-ML project and did 5 dives on the submersible LULA-1000 off the south coast of Madeira, having discovered a kelp forest on top of the Madeira-Desertas Ridge. He takes part on several European, National and Inter-regional research projects, in the field of biodiversity and new deep-sea living resources.

On environment and nature conservation side, he has actively collaborated in the preparation of several laws. He is co-author of the first Portuguese Vertebrates Red Data Book and is a co-author of Red Data Book of Marine Fishes of Portugal. He negotiated with the European Commission the first emergency programme for the Desertas islands’ monk seals and was co-responsible of the international project for Zino’s Petrel rescue in Madeira.

In 1989 he followed the Aragon oil spill in Porto Santo, as scientific advisor to the Portuguese Navy, having done the first littoral bioremediation experiment in Europe.

He has collaborated in several environmental impact assessment studies on Madeira.

He is member of the board of directors of IMAR – Institute of Marine Research, Portugal and of the Advisory Council of the Madeira Forest and Nature Conservation Institute.

He is also member of the several scientific societies e.g. American Society of Ichthyologists and Herpetologists, Ichthyological Society of Japan, Société Française d’Ichtyologie and European Union of Aquarium Curators. He was elected member of the Portuguese Navy Academy.

He is editor-in-chief of the scientific magazines Boletim do Museu de História Natural do Funchal e Bocagiana and is regularly asked to be referee in several international magazines.

He has authored or co-authored 7 books, 31 book chapters and more than 170 papers and over 30 communications in congresses and symposia.

He was awarded with the Scientific Prize of APDF in 2002, decorated with the bronze, silver and gold medals of the Municipality of Funchal and the Military Naval Cross, 1st class.

He has served the Portuguese Navy as Officer of Naval Reserve (1982-1984), having commanded the UAM Condor.

He is CMAS P2 diver since 1976.
